Expert in Procurement and Supply Management – Health Products Position based in Portuguese-speaking Africa – Angola

The Swiss Tropical and Public Health Institute is a public institution whose mandate is to contribute to the improvement of the health of populations on an international and national scale through excellence in research, services, teaching and training. The Swiss Center for International Health (SCIH) of the Swiss Tropical and Public Health Institute (Swiss TPH) conducts consulting, project management, training and applied research activities in international health.

Tasks:

  • Technical: assess management systems for health and non-health products (supply, storage, distribution and information systems, etc.) for different donors; review of the quantification and specifications of pharmaceutical products and sanitary and non-sanitary products and equipment to be acquired
  • Managerial: identify, acquire and ensure the direction of mandates (short term) in relation to expertise in purchasing and supply management (PSM) with the supervision of a possible small team of experts

In order to integrate as well as possible into our active and interdisciplinary team, we are looking for candidates with:

  • Formal qualification in pharmacy (Masters level) required.
  • Post-graduate training in PSM of health products, logistics and/or public health, or an MBA is an asset.
  • Minimum of 10 years of relevant experience in managing or advising on the procurement, supply and use of health productsparticularly in developing countries with expertise in:
  1. assess relevant public and/or private health sector policies, systems and structures to manage effective and efficient access to pharmaceuticals and other health products, particularly for AIDS, TB and malaria;
  2. procurement of health products, including regulations and the tendering process;
  3. supply chain/logistics management systems and related information systems;
  4. quantification and forecasting of health product needs in public health programs;
  5. a good understanding of the AIDS, TB and Malaria market dynamics and existing global supply challenges as well as international health product procurement and supply management practices, national and international laws applicable and recognized standards
  6. strong professional oral communication, writing and analytical skills, including the preparation of reports, oral presentations and technical/persuasive documents; strong interpersonal skills, diplomacy and tact to communicate effectively with senior officials; experience in proposal writing is an asset
  • Minimum of 8 years of management experience, preferably in the healthcare sector with:
  1. strong project management and team management skills, ability to prioritize tasks and meet multiple deadlines in a complex environment; in-depth knowledge of issues related to project management in developing countries;
  2. ability to attract and acquire short-term mandates from different donors
  • Excellent command of Portuguese AND English (spoken and written) BOTH requiredanother language (Spanish or French) is an asset

An initial two-year contract will be offered with the possibility of renewal based on performance.
